Strong governance underpins how GMPF is run.

Governance at GMPF

GMPF operates within the Local Government Pension Scheme (LGPS) and is administered by Tameside Metropolitan Borough Council. 

How GMPF is Governed?

Governance responsibilities are shared across committees, panels, and boards, each with clearly defined roles. Together, they provide oversight of: 

  • Fund administration and performance
  • Investment strategy and risk management
  • Regulatory compliance and decision-making
  • Transparency and accountability
  • The Local Pension Board

    GMPF has established a Local Pension Board to assist Tameside Metropolitan Borough Council (TMBC) in its role as administering authority. 

  • Management & Advisory Panel

    The Management Panel is the main committee responsible for GMPF’s strategic decision making. While the Advisory Panel advises the Management Panel. 

  • Working Groups

    The Management & Advisory panels set up three working groups that consider areas of GMPF’s work in more detail and make recommendations. 

  • Administering Authority

    Tameside Metropolitan Borough Council (TMBC) is listed as an administering authority in the LGPS regulations and so is required to maintain GMPF. 

Trustee Roles & Responsibilities

Anyone appointed to a position on either the GMPF Management Panel or the Local Pension Board is expected to carry out their role in line with the LGPS Regulations, any other associated or relevant guidance & following the instructions of the chair.

The administering authority has documented all trustee roles and responsibilities to provide clarity over decision making and to ensure that decisions are made at the most appropriate level.
