Professional Bodies & Standards Organisations

  • Chartered Institute of Public Finance and Accountancy (CIPFA)

    The CIPFA is the professional body for people in public finance. Public sector accountants often seek CIPFA accreditation, and CIPFA publishes accounting guidelines that inform GMPF approach to accounting. 

  • The Pensions Administration Standards Association (PASA)

     The PASA aims to promote and improve the quality of pensions administration services for UK pension schemes. PASA provides accreditation to pension schemes that can demonstrate they meet the administration standards it upholds.

  • Pensions and Lifetime Savings Association (PLSA)

     The PLSA brings together the pensions industry and other parties to raise standards, share best practice and advise its members. It works collaboratively with members, government, regulators and other stakeholders to help build sustainable policies & regulation, which in turn help deliver better outcomes for retirees.  

Regulators & Government Bodies

  • Government Actuary'sDepartment (GAD)

    The GAD is the department responsible for providing actuarial advice to the Government and the wider public sector. For example, GAD produces the early retirement factors that LGPS funds must use to reduce pension amounts when a member retires before their normal retirement date.

  • Ministry for Housing, Communities & Local Government (MHCLG)

     The MHCLG is the ministerial department responsible for housing, communities and local government in England. MHCLG is responsible for the LGPS and is the body that can amend the regulations. 

  • Ministry of Justice (MOJ)

    The MOJ is a ministerial department responsible for the courts, probation and the wider justice system. A representative of the MOJ attends Management Panel to represent the Ministry and the National Probation Service.

  • The Pensions Regulator (TPR)

    TPR is the regulator for all workplace pension schemes. In the LGPS, TPR only has responsibility for administration and some aspects of governance. For example, TPR's guidance covers the lateness of pension contributions and seeks to intervene if pension contributions are missing. 

Oversight, Advisory & Representative Bodies

  • Local Authority Pension Fund Forum (LAPFF)

    The LAPFF is a collaborative shareholder engagement group that brings together 80 different Local Government Pension Scheme Funds. LAPFF aims to protect the long term investment interests of members by promoting the highest standards of corporate governance and corporate responsibility amongst participants. GMPF is a member of LAPFF.

  • Local Government Association(LGA)

     The LGA is the national membership body for local authorities. 339 English councils, including Tameside Metropolitan Borough Council, make up its core membership. The LGA provides training and advice for LGPS funds. 

  • Scheme Advisory Board (SAB)

    The LGPS Advisory Board is a body set up under Section 7 of the Public Service Pensions Act 2013. Its purpose is to encourage best practice, increase transparency and coordinate technical and standards issues. The SAB works closely with the Ministry of Housing, Communities and Local Government to represent the LGPS as a whole.

Pension Funds, Employers & Pooling Arrangements

  • National Probation Service (NPS)

    The NPS is a statutory criminal justice service that supervises offenders released into the community. Since 2014. The NPS has been an employer in GMPF. The Ministry of Justice represents this employer at pension fund meetings.

  • Northern Local Government Pension Scheme (NLGPS)

     GMPF, West Yorkshire Pension Fund and Merseyside Pension Fund formed the Northern LGPS after the Government introduced new guidance that required LGPS funds to pool their investments and seek cost efficiencies. The Northern LGPS seeks to pool alternative assets. 

Benchmarking, Research & Advisory Services

  • Cost Effective Measurement & Benchmarking (CEM Benchmarking)

    CEM Benchmarking is an organisation that benchmarks the value for money in investments across asset classes and pensions administration. It provides ongoing investment benchmarking and administration benchmarking services to GMPF, enabling it to compare its costs and service levels with other comparable pension schemes.

  • Pensions & Investment Research Consultants Ltd (PIRC)

    The PIRC is an independent corporate governance and shareholder advisory consultancy providing research services to institutional investors on governance and other environmental, social and governance issues. PIRC advise GMPF and helps guide shareholder voting behaviour.

Dispute Resolution

  • The Pensions Ombudsman (TPO)

     TPO's service is an independent organisation that aims to help people resolve their pension disputes and complaints. This service is for individual members of a pension scheme and to access once they have exhausted the Internal Dispute Resolution Procedure.
